We support responsible, community-driven redevelopment of the Muskoka Regional Centre, not this massive over-development proposed by Cliff Bay Muskoka Corp. We also do not support the draft Minister’s Zoning Order (MZO) to force this without proper local consultation.

The proposed development and the draft Ontario MZO aim to fast-track an unprecedented resort-style project—without full public consultation or municipal oversight.

The draft MZO would:

• Strip Gravenhurst of planning authority and zoning processes
• Sell lakebed to developers with no visible public track record
• Approve the construction of 33 villas over the water, two overwater restaurants, and a large marina.

The draft MZO also permits:

• Over 1,300 units, with no commitment to affordable housing
• As many as Ten 6-storey buildings and large parking structures
• A 260-foot pier into Cliff Bay and numerous 60-foot docks
• Major environmental and visual impacts on Muskoka Bay’s shoreline

This MZO puts private developer interests above environmental stewardship, community input, and long-term regional planning.

If approved, it will set a dangerous precedent for how development can bypass local voices in Muskoka—and across Ontario.

We Call for Transparency and Accountability

• Urge Doug Ford to not allow the current draft MZO requested by Cliff Bay Muskoka Corp.
• Request the Gravenhurst Mayor and councillors to voice their opposition to the use of an MZO for this massive overdevelopment.
• Insist that development follow regular municipal planning process, with environmental review and public consultation.
• Refuse to support any resolution that facilitates the over-reaching draft MZO.

We call for:

• Transparent public processes
• Meaningful community consultation
• A commitment to sustainable, respectful development

We must find a way to balance progress with preservation and save Muskoka Bay
